Op 2 december 1976 is door het NBLC-bestuur de kommissie demokratisch funk-
tioneren ingesteld met als opdracht binnen de vereniging een brede diskussie op
gang te brengen over het demokratisch funktioneren van de openbare bibliotheek
evenals destijds de doelstelling ter diskussie is gesteld.
Deze diskussie beoogt o.m. een bezinning op het demokratisch funktioneren van de
openbare bibliotheek tegen de achtergrond van de te verwachten overheids-
maatregelen rondom het demokratisch en doelmatig funktioneren van gesubsi-
dieerde instellingen.
Er is geen poging gedaan om pasklare modellen te formuleren. Dat is de taak van
allen die bij het openbare bibliotheekwerk zijn betrokken.

In 1965 there were fewer than 20 data bases available to the public. Today this
figure exceeds 300. Of these, many are available online. Ten years ago most data
bases included only a few thousand records per year. Today we see files that have
hundreds of thousands of new records each year. In 1965, there were no more than
10,000 people in the U.S. who had used machine-readable data base services. In
1975 alone, there were 1,000,000 online, rétrospective searches performed in the
U.S. and Canada. Original data bases were mission-oriented. There is now a ten-
dency^ towards discipline-oriented subject coverage, which includes not only the
hard and soft” sciences, but also business, économies, law, and even material of
