These centres, with others in Belgium, are to be eventually linked into
a formai network system of libraries and information centres.
This réorganisation is being guided by a small secratariat attached to
the Belgian Prime Minister’s office. This body (the SPPS secrétariat), which
has yet to be officially titled, is the new Belgian national ST1 coordinating
body. It will operate within the following framework :
a. A body composed of senior officers from various government départ -
ments, the Comité Interministériel de la Politique Scientifique (CIPS),
reports to the State Secretary for Science Policy, who is directly res-
ponsible to the Prime Minister.
b. A Ministerial group. Comité Ministériel de la Politique Scientifique
(CMPS), has the task of preparing the decisions of the Cabinet on Scien-
tific Affairs.
c. The Service de Programmation de la Politique Scientifique (SPPS), is the
active secrétariat of the CIPS Working Group on scientific and technical
information and documentation (STID).
The STID programme will be managed by the SPPS, the STID
working group of CIPS and CIPS itself. These bodies will be responsible for
coordination at the national level and for coopération with international
organisations.
2. Composition of steering committees
As far as is known at present, the CIPS organisation (see Section 1)
will be the steering committee of the new central STI organisation, the
SPPS secrétariat.
CIPS is composed of 17 senior governmental officers from 6
Ministries who have an interest in the dissémination of STI, (CIPS also has
a special Working Group on Information and Documentation).
Much of the detailed structure of the new Belgian system has yet to be
published.
3. The terms of references of the organisations
The mandate to CIPS/ SPPS is as follows :
a. to develop the principles of a Belgian policy on STID
b. to prepare a national programme on STID, in conjunction with CIPS (see
Section 1).
Within this wide mandate, many of the tasks are similiar to those of
BNIST.
