L'expérience ayant démon- tré partout que les grandes entreprises de ce genre ne sont jamais concédées à des sociétés particulières, qu’au préjudice du public, en absorbant à perpétuité , ou pendant de longues années, des bénéfices auxquels un gouverne- ment ne prétend point pour son compte ; il eut été à regretter que l'intérêt de quelques capi- talistes l'emportàt sur celui de la masse, et qu'un tarif, peut-être double ou triple, vint paralyser ou restreindre les heureux effets de la nouvelle communication , pour la ville d'An vers comme pour tout le pays ?
