Full text | ene Teena NITE TESTE TTT rer 918 Route 23. LOUVAIN. From Mechlin Louvain, which by its commerce and industry soon rose to be an important town. In 1165 it was surrounded with stone walls defended by 40 towers; it then had 11 gates. In the early part of the XLV cent. 4,000 persons were employed here in the manufac- ture of cloth; the population at that time amoun ting to 100,000 or more than thrice the present number, an agglomeration which explains the fearful ravages made by the plague here especially in 1316. In 1320 the Magistrates adopted the precaution of hay- ing a bell rung as at Bruges and Ghent. In 1361 the town was again enlarged; it had at this time attained the full height of its splendour. The principal causes of its decay were the constant quarrels that broke out | etween the weavers, ever a turbulent set, and their rulers : in 1382 they revolted against Duke Wenceslaus and threw17of the magistrates and councillors out of the windows of the Hotel de Ville; they then flew to arms and laid the sur- rounding country desolate; but being besieged, they sought for pardon through the mediation of Arnold de Hornes, Bp. of Liege : the most guilty were banished; the greater part of them took refuge in England much to our advantage. With the view of ar- resting the decay of the town, Duke John JV in 1426 founded a University, which, for 4 centuries, has formed its chief glory. In 1878 more than 44,000 persons died of the plague here : in the last civil wars of the Low Countries 3,306 houses in the suburbs were destroyed by fire. The town is built in the plan of a circle about 6 m. in circumference; within its walls however are several extensive gardens and meadows : at present it is famous for brewing the best beer in all Belgium, 200,000 casks being an- nually made here, a great deal of which is exported. Louvain had an Hotel de Ville as early as the year 1163 situated on the Vieux Marché, which was however aban- doned before 1348 for some houses on the Grande Place; these being found too small, the Council in 1438 resolved to add to them a new building which was designed by one S. Van Vorst, master mason of the town; itis actually occupied by the Council-Chamber, Reception-rooms and Secretary’s offices, and has heen completely modernized; the foundation-stone was laid on 341 March 1439 and the edifice finished in Ang. 1442; Van Vorst, having died 19 Sept. 1439, was succeeded by J. Keldermans under whose direction the works were completed. The present Hotel de Ville, the most important monument which this town possesses, is one of the finest specimens of flamboyant architecture in N. Europe. Commenced in March 1468 from the designs of MW. De Layens, a pupil of S. Van Vorst, the exterior was completed in 1439 aud the interior in1467.
